try it with the firewall off. If it works, you need to reconfigure the firewall.

We are using Windows server 2003 sp2 & windows xp professional sp3. We would like to connect to the server using Remote Desktop, but we get the following error:
Remote Desktop can't connect to the remote computer for one of these reasons:
Make sure the remote computer is turned on and connected to the network, and that remote access is enabled.
We have enabled remote access on server & the user is member of admin & remote desktop users group on the server. The firewall is on & exception is allowed for Remote Desktop port 3389.
Could you please help us on this.

Look for event logs on both Terminal Server and Local User PC
Is this happening to all users ?
Search for that error message in google that might give you light.. !!

I have just fixed this on my network. I have no idea why this worked...
I could connect on the domain inside my building, but if I tried to connect via remote desktop while on VPN, i could see the machine, but I could not connect to it.
I replaced the NIC and all is right with the world.
We are having the same problem on a pc running Windows 10 pro with hyper-v running Windows 7 ultimate (same pc, no server involved) connecting with RDC:
Remote Desktop can't connect to the remote computer for one of these reasons:
Make sure the remote computer is turned on and connected to the network, and that remote access is enabled.
We can see the virtual pc in the network and can access W10 from the W7, and vise versa.
Have tried to turn off firewall and checked all the settings.
We have done the same setup on another PC working fine, only difference is on the other one W10 was a clean install, on the one with problems it was upgraded from W7.
I just resolved this. Check your firewall: does it show connected to private or public network? By default, public blocks RDP connections. Apparently when I connected that computer to the network I selected to NOT find PCs, devices, and content which selects public network.
