This method loads the operation's message parts from a SOAP message.

Parameters
pISoapReader
[in] ISoapReader object from which to load the operation.vbInput
[in] Value indicating whether to load the message parts as input or output to a service.If set to True, this method loads the message parts as the input to a service.
If set to False, this method loads the message parts as output from a service.
Return Values

Remarks
The operation part's COM values must be accessed on the thread that called load.
