This method gets the current base rate. This is either the default rate or the last value set by ISpVoice::SetRate.

[out] Pointer to the current base rate.
Return Values
The following table shows the possible return values.

| S_OK | Function completed successfully. |
| E_POINTER | pRateAdjust is invalid. |
