Determines whether the two specified SyncParameter objects are not equal.

J# does not support overloaded operators.

JScript supports the use of overloaded operators, but not the declaration of new ones.

  A SyncParameter object.

true if sp1 and sp2 do not reference the same SyncParameter object; otherwise, false.
