Creates and initializes an instance of the NSInstance class and sets a login name and password for SQL Server Authentication.

Parameters
- instanceName
The name of the Notification Services instance.
- sqlUser
The login name to use for SQL Server Authentication.
- sqlPassword
The password for the sqlUser login.
