The Windows Forms Resource Editor (WinRes) is a Windows-based editor that is designed to help localize resources to multiple cultures. WinRes allows you to edit .resources files but not to add or remove individual resources. This helps ensure that resources remain consistent when using multiple people to localize resources for multiple cultures.
