When you sign on with only user access permissions, you have restricted capabilities for using Transaction Integrator. For TI Manager, user access:
Allows you to view COM+ applications
Does not allow you to open TI Manager
Does not allow you to export a COM+ application.
For TI Designer, user access:
Allows you to open TI Designer
Allows you to create and save new type libraries
Allows you to open and save existing type libraries.
