Error creating Azure Database for MySQL Flexible Server in West Europe

When I'm trying to create an Azure Database for MySQL Flexible Server in region West Europe I get the following errors:

The resource operation completed with terminal provisioning state 'Failed'.
The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'.
Provisioning in requested region is not supported.

The quota is not exceeded for Standard BS Family vCPUs (18 from 25 created after the quotas were increased 5 days ago)

    Glad to know that your issue has been resolved.

    Initially, you were unable to deploy the server in West Europe region, with the error message,
    The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'. Provisioning in requested region is not supported.

    In further investigation, we attempted to enable the region level access, and you were able to deploy it.

    After Microsoft Support enabled the deployment for West Europe, everything is working as expected.
