Verify the VM is in a powered-off state before migration. Live migration is not supported between Windows Server and Azure Local.
Temporarily disable live migration on the destination Azure Local host prior to starting the migration process.
Confirm there are no network issues between the source and destination hosts, as this can cause the migration to hang.
Run the Get-VM PowerShell command on the source host to verify the VM status and confirm it is not in a transitional or error state.
If the migration remains stuck, you can manually turn off the VM on the source Hyper-V host using PowerShell to ensure it is fully stopped before attempting the migration again.
