Error: "SSISDB database has been found on the server but it is not recognized as an integration services catalog"

Attempting to create an Integration Services Catalog on a SQL Server 2022 Developer Edition on an Azure Windows VM. I Right-click on "Integration Services Catalogs" in SSMS v20.2 and select "Create Catalog" . Fill in all the right fields. Click OK. The wizard always creates the SSISDB database as a regular databases, and I receive the error "SSISDB database has been found on the server but it is not recognized as an integration services catalog".

Tried about 8 times tonight, deleting the SSISDB remnants each time (except for once when I received the error that the SSISDB database already existed). It is never created as an Integration Services Catalog. Double-checked everything is installed. Even ran a repair on the SQL Server installation (all applicable features included). Went so far as to install Visual Studio 2022 Enterprise on the server and added SSDT and related project templates. I then downloaded an SSIS project and ran fine from the VS environment.
