I need to create a separate Microsoft Entra ID directory for my BLM project, but tenant creation is unavailable.

Now a followup question or two, working towards setting up the additional directory, I am looking at "Cost Management + Billing | Properties" which is showing obsolete information from when I first experimented with Azure 8 years ago. I do not see any way to edit the information to provide my new Company Name, mailing address, or email address. all of which has changed.

Also, following the link you provided, I am at "Sign up using your existing Azure or Microsoft 365 subscription." I think I have a Microsoft Online Subscription Agreement (MOSA) billing account type, but am going in circles in the Azure portal trying to find where to upgrade to paid P1 or P2, preferably the least expensive option for just myself with a single developer license.

to answer your concerns Unfortunately, some fields like the billing profile company name and country/region are not editable after creation due to tax and regulatory constraints. However, here’s what you can do:

Go to Azure Portal > Cost Management + Billing.

Under Billing scopes, select the billing account (it should say "Microsoft Online Subscription Agreement" if you're right).

Navigate to Billing profiles.

Click the relevant profile and then go to Profile settings.

Here, you can edit: Billing email, Billing address (except country/region), PO number, Contact info. If you don’t see an edit option, it’s possible you're not the billing account owner. In that case -> Go to Billing > Access control (IAM) and check your role

You may need to request a role change from the current Billing Account Owner

For the Company Name, the only way to truly update this is to create a new billing profile, which will require a new subscription and possibly migrating resources https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/change-azure-account-profile

Reg your second concern to enable tenant creation, you need a paid Microsoft Entra ID P1, or P2 license trial versions are not sufficient.

Go to: https://admin.microsoft.com

Sign in with the same Azure account.

In the left-hand menu, go to Billing > Purchase services.

Search for Microsoft Entra ID P1.

Add a single user license and proceed with checkout. Once purchased

Go to Users > Active users

Select your user account

Thank you for the detailed reply. I figured out that I was incorrectly planning to use Azure RBAC to register users for my application and assign roles to those users. However, I am redesigning existing softeware fully functional as an Excel Spreadsheet to use Cosmos DB for bowling league management, and no user accessing my application or storage will ever have any role except as a user with varied access to subsets of the Cosmos DB data entered by users. Azure Entra Tenants are totally irrelevant.

When a user accesses my application for the first time it will either be because I invited them, or an invitation capability was delegated to a previously invited and approved user at one of several levels of access (League President inviting Community Coaches, Community Coaches inviting Team Captains, Team Captains inviting Team Bowlers and subs). All of those tiers will be coded in my application, not with Azure RBAC, and Azure will never know whether I have any users or not. Azure wil simply bill me for resources used by my applicaiton.

Botom line, the question may be closed. Thank you all to everyone that looked at this.
