Issue downscaling redis cache

Sometimes active connections or operations can interfere with scaling operations.

Could you please try the following:

Restarting the Redis Cache before attempting the downscale**.** Restarting can sometimes resolve issues related to stuck operations.

Please verify that all prerequisites and conditions for downscaling are met according to the Azure documentation.

Are you using the portal functionality to scale down? Could you please try Azure CLI https://learn.microsoft.com/en-us/azure/azure-cache-for-redis/cache-how-to-scale?tabs=scale-up-and-down-with-basic-standard-and-premium#scale-up-and-down-using-azure-cli

No error messages and tried it twice with a few days in between. Just did it again after a reboot of primary. And it said scaling to c1 for a while. But now back a C2.
