cant deploy an ML workspace using the training docs

Im trying to deploy a workspace in azure ML using the DP 100 exercise. . i have the resource group but every time i deploy the workspace, the "Microsoft.MachineLearningServices" resource keeps getting internal service errors. i was able to do it once in the beginning of the training doing it manually, but now it wont work with the CLI and when i go to do it manually, i get internal server errors.
