Deploying an Azure Bot fails with both the Azure web portal and the Teams Toolkit in VS Code using one-click deployment. Checking the deployment error message shows "InternalServerError," and after several hours, it changes to a deployment timeout. Attempting to deploy to multiple regions results in the same failure, with no recorded information on the quota page.

Here are some steps:

Ensure that your user account has the necessary permissions to create Azure AI Bot Service bots. You can do this by verifying your user type in the Microsoft Entra ID portal. Make sure you are not listed as a "Guest" user.

n the Microsoft Entra ID admin center, check the settings under "Users and groups" > "User settings." Ensure that "Users can register applications" is set to "Yes" and that "Guest users permissions are limited" is set to "No."

If you are deploying to multiple regions, try deploying one at a time to avoid triggering any fraud detection logic that might block simultaneous deployments.

However, the deployment kept failing. After seeing suggestions to try different regions, I tested every available region one by one, but none of them worked.
