If you intend to connect with azure global regions from Azure China, you can connect the subscriptions in Azure in China and Azure global regions through composite VPN site-to-site or ExpressRoute since the Azure global regions and Azure in China regions are physically disconnected. You connect the subscription in the Azure in China region with your on-premises site and connect your on-premises site to your subscription in the Azure global region. This setup allows you to bridge the gap between the physically disconnected regions.

For a permanent migration from Azure China to Azure global regions, Azure Migrate service is the recommended solution. Azure Migrate provides a comprehensive approach to assess, plan, and execute the migration. Given the physical disconnection, you can treat the resources as physical servers and use the Azure Migrate Physical server approach.
