Security Info Change Default Method dropdown not showing hardware token

When I go to my profile/Security Info/Change default method, I see this:
When another user who I just added a yubikey device to her profile to opens this, she sees:
Why would she not see the other options? She has the same resolution as me.

Please make sure that the Hardware OATH tokens MFA settings is enabled and configured for the affected user from the Modern Authentication methods policy page as shown in the below Screenshot.
If you have enabled and configured Hardware OATH tokens MFA method for specific groups, please make sure that the affected user is part of the group which you have configured for Hardware OATH tokens MFA method.
To enable hardware OATH tokens in the Microsoft Entra admin center:
Sign in to the Microsoft Entra admin center as at least an Authentication Policy Administrator.
Browse to Entra ID > Authentication methods > Hardware OATH tokens (Preview).
Select Enable, choose which groups of users to include in the policy, and select Save.
We recommend that you migrate to the Authentication methods policy to manage hardware OATH tokens. If you enable OATH tokens in the legacy MFA policy, browse to the policy in the Microsoft Entra admin center as an Authentication Policy Administrator: Entra ID > Multifactor authentication > Additional cloud-based multifactor authentication settings. Clear the checkbox for Verification code from mobile app or hardware token.
