Why is "Add a prompt action" disabled in Copilot Studio?

Hi everyone,

I'm working on building an agent in Copilot Studio. I reached the step where I try to add a prompt action (to read an Excel Gantt chart and create tasks based on it), but when I open the Create prompt screen, I see a message at the top saying:

"This feature has been disabled"

I'm using the default environment, and my organization has Copilot Studio enabled. I uploaded a simple test Excel file ("test-gantt.xlsx") with a clean table. I wanted to create an action to read the table and output task information.

Here’s exactly what happens:

I go to AgentsTask Manager AssistantAdd ActionAdd Prompt Action

I see the prompt editor but the feature is marked as disabled and I cannot proceed.

🔹 My questions are:

Why is the "Add a prompt action" feature disabled?

  1. Is it a licensing or admin setting issue? => I do have a paid Copilot license

What can I do to enable this functionality so I can continue building my agent?
