Cannot open a Microsoft Azure support ticket

I have a Microsoft Azure Support subscription for which I pay US$29 a month. However not matter what I try I cannot open a support ticket.

I have followed the instructions here:
https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request

but can never get the "Create a support request" button to appear. I have opened a support ticket before and maybe this is related to the retiring of the classic administrator roles?

Any help would be appreciated!

The plan now includes "Priority Community Support"(PCS) which enables developer support plan customers to ask questions on Q&A instead of logging a support case and receive prioritized answers by official Microsoft support team on community.

    Here are some key features of the PCS support offering/plan:

    1. Cost: It is the lowest-priced technical support option, costing around $29 per month.
    2. Faster Responses: Get responses within Eight business hours, improving response efficiency.
    3. Support Scope: It provides reactive technical support
    4. Severity Level: The maximum severity level for issues is "C" (minimal business impact).
    5. Support Channels: You can submit support issues online 24/7.
