Can a container app sit in a different resource group to its managed environment

I want to create a resource group that has my shared resources such as app analytics and managed environment. Then create another resource group that the container app that will reference the managed environment. However it cant seem to find the managed environment but it is looking in the correct place. The two resource groups are under the same azure subscription, and have the same service principal. Is this possible? and if so, how would you do it in bicep?

One thing we just want to know, are you setting the correct scope when you are referencing with the other resource group. This samples provides details on how we can achieve this scoping.

Also, could you please share any specific error messages when you try to deploy the bicep file. and please share a reference of your bicep file by removing sensitive information through private comments to replicate the issue at our end and provide you with the appropriate solution.
