Error Code 204 when trying to request TAP via the Microsoft Identity Pass App on andriod and ios.

Trying to set up a v- account and the initial steps are to create the Tap request. I downloaded the app to my phone which is running Android 14. I accept the terms and enable permissions.

I go through the App to request a TAP, i enter my Employee Id and my UPN (my v- email). When i enter my credentials, I get an error reading : "Your request cannot be submitted at this time. Please reach out to your Microsoft contact. Error code: 204. Check the FAQ for more details"

tried reinstalling the app, clearing cache data. Different phones, wifi, mobile data. But same error message.
