Why are my Azure B2C users being set to disabled?

I have an Azure B2C tenant where some users are being set to disabled for reasons I cannot determine. We have no custom policies or "access reviews". We have no custom code or scripts running. The users are just somehow being set to disabled in Azure B2C by the system. Most of these users are using third party identity providers, so it's not that they are getting locked out for too many bad password attempts. I can't find anything in the logs, and I'm not sure where to look.
