Windows Server 2025 Start Menu & File Explorer Crashing

Hello,

I have deployed a few Windows Server 2025 instances in our on-prem virtual environment. I can get them setup, but after I install the latest update, I cannot use the start menu or interact with the task bar. Whenever I click on the start menu, it opens for a couple of seconds then crashes. I cannot launch programs or files from the start menu or the task bar. The only way I can access the File Explorer is by Win + R and launching control center.

I also noticed that I cannot access event viewer: "Event Log service is unavailable. Verify that the service is running." When I try to start it from the Services.msc, I get the following error: "Windows could not start the Windows Event Log service on Local Computer. Error 1067: The process terminated unexpectedly."

I've been able to repeat this on over ten fresh installations. Is this a known bug?
